So you got the Nexus 7 2013 and soft bricked it, well need not worry the peeps over at xda got you covered. Once Click Factory Restore for Nexus 7 2013 is now available. The version is Windows only for now but I am pretty sure you wouldn’t have trouble finding a Windows machine near you.
As long as you can boot into fastboot mode the utility will revive your Nexus 7 2013. The only per-requiste is that you need to have the drivers installed. Please note this will not lock the bootloader (in case you had it unlocked).
