Android 4.3 is supposed to be launched at Android event scheduled by Google on July 27th. However we now have a TWRP backup file of Android 4.3 leaked over XDA. From the screenshots you can see that JWR66N is the build number. It looks the leak came out from a person who bought Nexus 4 from a Google employee having 4.3 build on it.

TWRP Backup - Should be copied to Internal Storage/TWRP/Backups on your device and use restore backup function in TWRP recovery.
